Lyulin motorway opens by May 15

The phased launch of the Lyulin motorway will be delayed. A 19 km long section of the highway will open on May 15, according to the preliminary set deadlines. "So as not to risk missing the deadline for the full completion of the motorway, we are now refraining from opening the road segment from Pernik to Sofia," announced yesterday Lazar Lazarov, a member of the Managing Board of the National Road Infrastructure Agency (NRIA).
In his words, only the bad weather conditions could prevent the completion of the construction activities along the route. The paving with the wear-resistant protective asphalt layer will start as of tomorrow. The completed motorway must be presented to the contracting authority at the end of April after the issuance of Deed 15, while the license for usage, Deed 16, will be issued by May 15 and it will officially certify the opening of the road," explained Lazarov.
So far, contractors have received their due payment of € 177 mln given the total project cost of € 185 mln. Part of the remaining sum will be remitted this year, while a total of € 7 mln will be retained as a guarantee during the first year after the release of the highway. The entire warranty period for the road is three years. In this period, the contractor is obligated to eliminate all technical failures on his/her own account. In the case of failure to comply with the construction deadline, a penalty of €14 mln will be imposed.
